Describe the current behavior

Describe the expected behavior

SWE TSOs agreed that they would not use Scheme Remedial Actions and logical gates to define SPS. Our current code is incomplete as it does not handle PinContingencies and PinTerminalLimits. For quality's sake, it would be better to delete this part of the CSA importer for now.

Extra Information

The import may be needed again in the future for CORE.
