Upgrade runners to manylinux_2_28

Describe the current behavior

We are currently stuck on manylinux_2014 because of a compatibility of certain users to Centos7 that we wanted to keep possible.
This also forces us to use Node16 for GitHub actions which is now being removed from the more recent runners.

Describe the expected behavior

We should upgrade the runner, actions and any version that would have been kept done due to this technical debt

Describe the motivation

In the beginning of December, the removal of certain versions of GitHub Actions will force us to use Node20, and therefor to leave the old runner
