azure-flexible-server-postgresql: new inputs using terraform vars intead of yaml

Motivation

We want to modify the inputs of the azure-flexible-server-postgresql to use terraform variables instead of a single input yaml to which it is not possible to apply standard Terraform validations, nor Terraform default values.
