Delay rows, flushing and plastic synapses

Flush events are not currently correctly propagated through to delay rows. This is because there is no way to signify 'flushness' via the delay row. However as none of the current types of plastic synapse support 1024 postsynaptic neurons, there is a bit (at least) which could be used to signal this in the RowOffsetLength structure
