Right-clicking System Tray Icon Causes System Stutter

Right-clicking the system tray icon seems to cause explorer to reset or crash or something. The system lags, screen flashes, and all the icons on the taskbar/system tray briefly disappear, before it fixes itself.

I am running Windows 11 22H2.
