SNCB: switch to new rest.exe API

As discussed thoroughly in iRail/iRail#466, it seems like SNCB/NMBS has shut off their mgate.exe-flavoured API in favour of a (mostly) rest.exe-style one. We should check if the (somewhat outdated) rest.exe implementation in #134 can be used to query it.

Some relevant technical details:

FYI: iRail API is still working as expected. (seen in Hyperrail for Android or Railer for iOS)
While Information sent to DB RIS and then HAFAS are usually quick and accurate it often lacks platform changes.
