Currently, there is only the possibility to create Offers but no cost estimates

Describe the solution you'd like
It should be possible to create cost estimates. Consider that the naming needs to updated accordingly in the layout,...

What is the difference? When would someone want to create a CostEstimate? Please elaborate.

As I understood it: cost estimates are a basis on which an offer is created. Cost estimates can be discussed and could include optional products which the customer could request to be removed because e.g. too expensive or not needed anymore. An offer is more strict/binding. I think mostly it's about the wording in the business context and the wording on the generated document.
