I have tried ALL the steps on 16142 - none work. This is a NEW installation of Win11. qBT is properly bound to the appropriate VPN adapter (Proton). I did not have this issue with Win10.

Sounds like you did not do bindings correctly. Normally a VPN will block all normal traffic going out locally and open a new binding for itself to forward traffic to the remote VPN endpoint. Sounds like qBittorent can find the new binding itself if you let it. Otherwise you ave to set it by hand or turn the VPN off.

This is NOT the same as #16142
