Cached Local API for Payload 3.0

I have opened a PR (#105) for upgrading the Cached Local API to Payload 3.0. Currently unable to add you as a reviewer, I assume because of repo settings, but happy to update with any feedback you may have. Otherwise, I'd love to see this update in the next release if possible.
