Check for Facilitators

If a club does not have an active (future) volunteer facilitator, make the user agree to facilitate before they provide times. If they don't agree to that, tell them to talk about it on Slack to try to get interest.

Don't do it exactly this way. I like to gather times to show that there's interest, even if we don't have a facilitator. But do make it clear that the club won't launch until we have a facilitator.
