Assemblies for supported backends should not be referenced in the project file directly, but we still need to copy required files into output directory on build.

Don't reference Xwt backends directly

- Remove reference to the Xwt.Gtk3
- Introduce dummy DependencyHandler project to reference backend packages and track updates
- After build, copy required files from NuGet packages folder to build output directory via PS script
