Updating RAFT ANN benchmark environment/containers to newer CUDA #2383

As part of updating to CUDA 12.5.1 ( #2378 ), we noticed the following environment files are present pinned to CUDA 12.0

raft/conda/environments/bench_ann_cuda-120_arch-aarch64.yaml

- cuda-version=12.0

raft/conda/environments/bench_ann_cuda-120_arch-x86_64.yaml

Line 19 in ab5e128

- cuda-version=12.0

When investigating further, we also found a RAFT ANN Dockerfile in rapidsai/docker pinned to CUDA 12.0

It was unclear to us when/how these should be updated. So we left them alone

Raising here for the RAFT team to follow up. Please feel free to reach back out for help should it be needed
