As part of updating to CUDA 12.5.1 ( #2378 ), we noticed the following environment files are present pinned to CUDA 12.0

When investigating further, we also found a RAFT ANN Dockerfile in rapidsai/docker pinned to CUDA 12.0

It was unclear to us when/how these should be updated. So we left them alone
