Python 2 is going away on Jan 1, 2020. Moreover, the Fedora Python SIG is actively working to retire Python 2 software from the distribution. Finally, imagefactory is the only component blocking Koji from switching to Python 3 right now.
Are there any plans or efforts underway to move to Python 3?

I am not an active developer on ImageFactory anymore, however, I have not seen any effort to convert to Python 3. However, I don't think it would take a lot of work to do that. Most of the heavy lifting is actually done by Oz[0] which has already been made compatible with Python 3.
