Consolidate wallpaper handling logic between X11 and Wayland #44

In x11, the "regolith-look" handles wallpaper loading. In Wayland, a partial loads a script in regolith-wm-config to handle wallpaper. Logic needs to be consolidated such that this is consistently handled. the gnome gsettings for wallpaper need not be invoked for wayland wallpaper.
