[🚀] Improve RetryDecorator with new strategies

[Nek-12]

Retry logic can be much more robust:

• Migrate to generateSequence for retry delay generation instead of recursion, which can cause stack overflow
• Implement linear retry strategy, seems like right now only exponential and constant are available
• Implement random and constant jitter, preferably using a well-researched algorithm
