Time Crisis - Crisis Zone (NTSC-U) does not boot with cheats activated

Describe the bug
Time Crisis - Crisis Zone (NTSC-U) does not boot with cheats activated (i've tried with 2 different Enable Codes).

To Reproduce
Steps to reproduce the behavior:

1. Start CheatDevicePS2 via uLaunchelf
2. Select the "Infinite Health" cheat and remove one of the Enable Codes
3. Start Game, select OPL
4. Select the game, and boot (IGR disabled)

Expected behavior
The game should boot.

Environment (please complete as much of the following information as possible):

• PS2 Region: PAL (game region is NTSC-U)
• PS2 Model Type: Slim PAL SCPH-77004
• CheatDevice version: v1.7.5
• Device CheatDevice is launched from: USB flash drive
• Launch method: starting CheatDevice from FMCB+ULE
• System modifications: FreeMcBoot
• CheatDevicePS2.ini contents:

Additional context
I've tried both Enable Codes, the OPL game boot process halts after the green screen and it stays black.
Without cheats enabled the same ISO is booting fine via OPL.
