Use fixtures or call a setup method in wousoctl.py.

There are currently some default level limits defined here

Then just update those with the limits we've been using for the last few years:
(920, 1670, 2770, 4420, 6920, 10670, 16320, 24820, 37620)

OK, the default limits are no longer there, they have been removed in 2af96c0
