A checkbox should exist on the Customization->Features page that would allow a staff user to enable/disable the forum feature. If the forum is disabled, links to it from Control Panel and the main site should not be visible anymore. Accessing the forum via "/forum" should also not be possible.

Default should be false (unchecked).
