Update provider and examples to create Azure roles at the tenant level.

Currently, the provider and examples for CNP Azure onboarding create roles at the subscription and resource group level. We have seen examples where customers add roles to at the tenant level for subscriptions and resource groups. They then assign the role in the subscription or RG to the Service Principal. This request is to update the provider and it's examples to create these roles at the tenant level for Azure.

This configuration also needs to be tested for permission upgrades and verify that RSC recognizes that the permissions were upgraded.
