Create an open source policy

The current work under Innovation Team is done under private Git repositories.

We should consider writing a policy which encourages:

1. The use of freely-licensed open source software (FLOSS)
2. Contributing to FLOSS
3. Refactoring projects such that most can be FLOSS'd

This would be a non-binding policy, but more of a set of guidelines to push towards more open development. This would also allow us to benefit from services complementary to FLOSS projects.

Out of scope:

1. License compliance. Dictating how our projects can be licensed, or what dependency licenses are permitted.
