Upload Mission Pack, Mission, and Solve in one step without requiring the higher-level thing be verified first

Allow users to upload a Mission Pack, Mission, and Solve in one step.
They would still be done in that order.
Maybe the three tabs become checkboxes instead of mutually exclusive tabs?
Maybe this is a "Shift Left-Click" option.

Perhaps, as a first phase, allow users to do this in three separate steps but still allow users to not have to wait for a Mission Pack / Mission to be verified before the Mission / Solve can be uploaded.

If a Mission Pack is rejected and there is is/are Mission(s) waiting in the queue for that pack, a warning would be issued. If the Mission Pack is still rejected then the mission(s) would also be rejected. Same for a Mission when there are Solve(s) waiting for that mission.
