Add folder inside html ?

Hi !, i'm trying to add some proyects to the folder html...so I try to copy the htdocs folder and access one proyect on http://localhost:8080/htdocs/proyect ...but I can't because throw me an error forbidden and URL NOT FOUND ....how can I solve this problem ? HELP pls!
