Automatically rerun CI/rebuild docker on new upstream code #11

Relates to #9 and #1

Possible Approaches:

Trigger in upsstream repos (would need cooperation of Puzzle ITC)
Official PBS forks, which automatically get updated and trigger this repo's CI
Use git submodules and let them be update with renovate-bot or similar.

As a quick workaround, we could also just do daily builds: https://docs.github.com/en/free-pro-team@latest/actions/reference/events-that-trigger-workflows#scheduled-events
