HEAD: 365a23d

Node Role should refuse upgrading Scylla unless explicitly requested.
This behavior is meant preventing accidental upgrades.

Today if upgrade_version: false (default) Role will upgrade/downgrade Scylla bypassing the "upgrade" logic.
