Improve the release notes published on GH #4106

Right now, whenever there is a new release of Scylla Manager, it includes list of PRs included into that release.
https://github.com/scylladb/scylla-manager/releases

This kind of release notes is not much readable.

We publish the better summary as well, but it's added to https://forum.scylladb.com/ only.
Example https://forum.scylladb.com/t/release-scylla-manager-3-4-0/3149

The goal of this task is to include, at least, the link to the release notes published on the forum.
