spacesIndexed parameter improvements

We need a way to be able to change the list of spacesIndexed without the need of updating river configuration each time. Also we need the ability to keep this list private.
One of the ideas on how to handle this would be similar to how we store _pwd. It's hidden and can be updated with one curl call.
