Can bleuscore resolve the problems in hf discussion/issue?

Hi, @Zhuxing01, @SirryChen! I find your questions at hf evaluate:

• Cannot use it offline! huggingface/evaluate#567
• Can't use the BLEU offline. huggingface/evaluate#565

I'd like to recommend you to try to use bleuscore to do the offline bleu calculation, which get same result with hf evaluate and is more fast and running totally offline.

You can check the usage in README, which is pretty easy in usage.
