Do a clean rewrite of the switch configuration system

The existing code base has grown very organically. While there has been some cleanup along the way and I've tried to keep the code mostly legible, there's a lot of room for structural improvement that would come with a redesign and rewrite from the ground up. Most of the existing code should be reusable in fragments, but a clean vision of all of the current capabilities and a clean implementation with a fresh design would make it much more maintainable and modular.
