FUSE Datasets not in Quality Comment

Something is happening that the FUSE datasets aren't combined in the quality comment values in the calibration database. This likely has something to do with the FUSE rootnames. The consequence of this is that the FUSE datasets that were corrected are not indicated in the HLSP file headers, but this needs to be fixed at the calibration database level
