Make a new character
Drag character-claimed macros into its bars
Switch to other characters

.. the new character's macros will "shuffle"..

I've seen this with older characters after making significant macro changes.

In the case where I made this issue, I had done a lot of editing to change character-specific floating macros into global floating macros.

I haven't seen this in some time, though I also haven't made a new character in some time.
