chkconfig install fails if installed after DOCA

When the Grafana role tries to install its prerequisite chkconfig package, if the DOCA group is included in the packer inventory groups, the install will fail with

Error unpacking rpm package chkconfig-1.20-2.el9.x86_64
  Verifying : chkconfig-1.20-2.el9.x86_64 1/1

Failed:
  chkconfig-1.20-2.el9.x86_64

Error: Transaction failed

This appears to be caused by DOCA installs creating and populating an /etc/init.d directory. RHEL-like distros seem to expect that path to be a symlink to /etc/rc.d/init.d
