catch-all not working for me

I've got a new docker installation running v0.11.1 and I can't get the catch-all configuration to work. I have the following config:

I am using the default rocksdb and have a user with an alias of:
@example.com. Don't have a quick easy way to query to the rocksdb, but I do have the alias of just @example.com.

The else clause is definitely set to true as we can see.

Any ideas what's wrong?
