The complexity has increased on both the provisioning and deployment fronts. Deploying the python powered API and vue powered UI should be extracted into their own project.

Now that the terraform backend is handled by terraform cloud, splitting the infrastructure and deployment into separate projects should require one to know about the other since 3d861a5
