Managed storage not working after installation

• Firefox Version: 120.0.1

Actual behavior

After installation it should grab the preferences defined in managed storage.

Expected behavior

After installation it still uses the default preferences until firefox is restarted.

Steps to reproduce

1. Create distribution policies that install the add-on and set custom preferences in manages storage.
2. Start Firefox.
3. Add-on installs fine, but does not use manages storage until firefox is restarted.

Notes

As far as I see this happens because the manages storage is initially bypassed by this line.
