libde265 as encoder in libheif?

Hello!

libde265 can be configured with encoding support (-DENABLE_ENCODER=ON).
Can it be used in libheif as both decoder and encoder?

Then how about libde265 API like this:

LIBDE265_API en265_encoder_context* en265_new_encoder(void);

And purpose of CMake flag ENABLE_ENCODER?

I did some work on encoding support in libde265 years ago, but apart from some simple I-frame encoding, this did not get far because I had no time for it. It is not really usable at its current state. There is also no future work planned on it.
