Fix APR values in network dashboard

It's not clear how it's calculated, and the values often differ from the actual distributed rewards

It's calculated by the rewards monitor using the same code library as reward bots do, calling the same method.

Alexander has set the offset (time to wait until the logs/pings are collected) to the same value as in the reward bots. Let's monitor how it behaves now, should probably be more stable and correspond to the committed values.
