Consider whether we want the "continue work in progress" message in H3

Currently in H2, when a user logs in we check to see if they have any works in progress and if they do, we present them with a pop-up message like this:

There are distinct messages for a collection in progress and an item in progress. There is info on the implementation in H2 for the collection message on sul-dlss/happy-heron#2291. I can't seem to find the ticket about the message for items.

Instead of a modal we could do this like we are doing other alerts on the pages.

Are we users find this helpful and not just annoying? (I personally find it very annoying.)

This is why this is for consideration. I have no feedback on this. I'd like to get some before implementing.
