This is a great way to start. Is the README.md the right place for it? I don't see why not.

I'd love to see the explainer include the user stories in the issue repository: https://github.com/swicg/geosocial/issues?q=is%3Aissue+is%3Aopen+label%3A%22user+story%22

Recommend including considerations of existing issues in activitystreams, for example w3c/activitystreams#582
