Add Cookie Warning on Youtube Videos

Since we are using YT Embeds.

one option is using yotube-nocookie.com - which is an official youtube URL.

but then we lose out on the algo juice from people watching, esp if people expect their logged-in youtube to work

Here is the plan. If no cookie, show warning in yt sized div accepting the cookie policy for yt videos. if denied, use youtube nocookie, if accepted load normal yt.
