[Feature]: 指定chatid下载时，增加并发下载任务数量限制 #168

Description

在使用bot下载时，最多5个并发任务，但指定chatid和file_filter下载时，并发下载任务数量好像没有限制，可同时进行几十个下载，建议进行调整
