升级到3.3.4.3 后，业务偶现出现创建超级表失败，报错TDengine ERROR (0x3d3） Conflict transaction not completed. #29661

在之前的版本，业务重来没遇到这个报错，升级后，频繁偶现报错，认为是业务并发创建，加了互斥锁和睡眠等待，创表还是会经常出现这个报错

发现是数据库创建一个超级表在事务里耗时很久
