API Endpoint to pause and resume CloudWatch Events senders

We have a primary datasource of the CloudWatch Events stream. We should have an endpoint which we can use to pause (disable) the rules without needing to delete them. While fixing this issue, it'd also be great if we could have a script similar to the node lib/main setup script which can be used to delete the queues and event rules.
