set LC_TIME=C so all (most?) shell time utilities respect formatting.

Currently:

$ date
Mon 15 Mar 2021 03:32:01 PM UTC

after setting LC_TIME=C in /etc/locale.conf:

$ date
Mon Mar 15 15:34:14 UTC 2021

Definitely. Added labels so it won't go stale again. I don't recall if this made it in the latest. I'll verify
