Character isn't recognized even after fine-tuning

I want to read the money transferred from UPI screenshots. The current eng.traineddata doesn't recognize the rupee(₹) symbol, hence I got 17 instances(.tif files) of the symbol, and fine-tuned it. I pasted my rupee.traineddata in the tessdata directory. Now when I run tesseract on the screenshots, it still does not recognize it.
is my fine-tuning set too small? Is there anything else I should keep in mind?

Have you verified that the symbol is actually part of the character list? Apart from this, 17 single-character images sound quite small for proper fine-tuning.
