Specify dependencies using ranges #124

Would it be possible to specify dependencies using ranges, it would ease up integration in system packages and cohabitatiopn with other python softwares.

Another benefit would be that bugfixes from the dependencies would be automatically updated.

I suggest that for all dependencies, there would be only the first two numbers of semver specified, leaving the patch version unbounded.

Statik is no longer installable on 3.9, 3.10, 3.11.

When I try (with the PSF-published containers, for a standardized clean environment), I run into sarnold/pystache#18. This has been fixed in newer versions of pystache, but statik won't use them.

I've also bumped into thanethomson/httpwatcher#5 but that's not released upstream yet.
