Revisit the color detection on X2 levels

Looks like the recent color detection is struggling with X2 colors. During CTWC DAS, level 22 always had lots of color flips, on all stations.

TODO: Figure out the capture mode CTWC DAS was using (if they used the palette, then maybe it's understandable), and in this case, maybe it might really be worthwhile to write that palette building tool. If they used reference color matching, why was that so unstable?
