Support for substrait

Substrait (https://substrait.io/) seems like e perfect match for sqlglot in order to create an executable query plan

Maybe something to consider in the future?

There are no plans to support substrait. But if someone wants to do the work, I'm not opposed to it as long as it doesn't add any dependencies.
