In this program, stax asserts that [[7],[0]] and [7,0] are equal. Is this intentional, or a bug?

It was intentional at the time, but in retrospect it may have been a mistake. I might consider the effect it would have on backward compatibility. I'm not sure how many programs have relied on this, but it may not be many.
