We need to implement this functionality: trompamusic/ce-api#51

This should be implemented as a separate program that can be run. The configuration should include

What data type(s) to listen for
what algorithm to run when an item comes in

When a new document is sent to the program, it should create a new ControlAction for this algorithm/document
