Blocks/headers have an opcert number functionality to allow compromised SPOs to recover (regain agency of their block contents) rather quickly. See Section 3.7 "Block Validity and Operational Key Certificates" in "Design Specification for Delegation and Incentives in Cardano" by Kant et al.

Do we want something similar for Peras/is it even feasible?
